Cinnamon Cove Master Association Inc.
Disaster Planning Committee
The following recommended plan to address emergency
preparedness was presented to the Master Association on May 11, 2005
and has been approved and adopted by the Master Association Board of
Directors.
RECOMMENDATIONS
(A) Rules and Regulations:
It is being recommended that the Master Association Board of Directors
incorporate the following in the Rules and Regulations of the Master
Association so that all members are aware of the Hurricane/Disaster
Plan of the Master Association:
1. The Clubhouse is not a designated hurricane and/or disaster
shelter and should not be used as such. Residents with special needs
are strongly encouraged to register with Lee County Emergency Management.
Special Need Forms are available in the Clubhouse. Prior to a hurricane
striking the Fort Myers area, a list of local designated hurricane shelters
will be posted on the Clubhouse bulletin board.
2. The Clubhouse will be locked by Security if an evacuation notice
is issued for Cinnamon Cove or the Fort Myers area, or if electrical
power is lost during a storm, or whichever comes first. The Clubhouse
will remain locked and closed until electrical power has been restored
to the area and the building inspected for safety, if necessary. The
safety inspection will be performed by Board approved volunteers who
are year-round residents.
3. In case of a hurricane, the refrigerator in the Clubhouse will be
emptied by the Program Directors and the food placed in closed containers.
If the Clubhouse has no power after the hurricane passes and it has
remained off for more than twenty-four (24) hours, then the food containers
will be removed and discarded without being opened.
4. In case of a hurricane, if some sections of Cinnamon Cove do not
have power after the hurricane passes, and there is power at the Clubhouse,
the Clubhouse and its ice machine will be opened and made available
to residents. Cooking facilities in the pavilion area will be available
after the gas barbeque grills have been checked for safety. The safety
inspection will be performed by Board approved volunteers who are year-round
residents.
5. During and after a hurricane and/or disaster, PETS are not permitted
in the clubhouse, except for seeing-eye or service pets.
Hurricane/Disaster Plan: Pool Areas
1. In case of a hurricane or other disaster that would affect the pool
areas, the pools will be closed to ensure the safety of the residents.
The pools will close twenty-four (24) hours to forty-eight (48) hours
(depending on the day of week the pool is regularly maintained) in advance
of the hurricane striking the Cinnamon Cove or Fort Myers area.
2. The contracted pool company will shut off the circulation pumps,
all electricity to the pool equipment and heavily chlorinate the pools,
twenty-four (24) hours to forty-eight (48) hours (depending on the day
of week the pool is regularly maintained) prior to a hurricane striking
the Cinnamon Cove or Fort Myers area.
3. The pools will re-open after a hurricane strike, within five working
days or depending on the regular schedule day of maintenance.
4. Pool furniture will be stacked and secured against the buildings
located at each pool area except for the clubhouse where it will be
stored inside. Pool furniture is not to be placed inside the pool. Pool
table umbrellas will be placed inside one of the restrooms for safety.
Hurricane/Disaster Plan: Gates and Security
Guards
1. The gates located on Cinnamon Cove Boulevard and the gates located
on Caravel Circle and Kelly Cove Drive will be opened and deactivated
so as to remain open twenty-four (24) hours prior to a hurricane striking
the area or when an evacuation has been issued by the County. The gates
will remain open until electricity is restored to the area and the roads
are usable. After the hurricane passes, and when electricity is restored
to the area, the gates will be restored to their normal operational
status. In case of other disasters the gates will be opened/closed depending
on the disaster.
2. The guards are instructed by the contracted company to leave their
post if an evacuation notice has been issued for the local area. The
guards will secure the guard station and clubhouse by locking the doors
and leaving the site.
(B) For all the individual associations in Cinnamon Cove:
The Committee is suggesting that all the individual associations' representatives
on the Master Board of Directors, consider taking the following recommendations
back to their association's Board of Directors for consideration:
1. To have all trees and shrubs trimmed prior to hurricane season to
avoid branches, seed pods and coconuts from becoming flying projectiles.
2. To have the gutters and downspouts cleaned prior to hurricane season.
3. Consider having an engineer inspect the hurricane straps of the roof
in order to reduce roof damage during a hurricane.
4. Consider allowing unit owners who do not have hurricane shutters
to board their windows with 5/8” marine plywood forty-eight (48) hours
prior to a hurricane striking and removing the plywood forty-eight (48)
hours after electrical power has been restored to the area.
5. Consider inspecting the association property for items that may become
flying projectiles during a storm, and to secure these items or request
the unit owner if present, to secure these items.
6. Each association should consider establishing a current list of unit
owners and telephone numbers to reach unit owners in case of damage
from a hurricane or disaster. Also, to have a current list of
year-round unit owners and a telephone number of where these unit owners
can be contacted, in case of evacuation of an approaching hurricane.
(C) Other Considerations:
1. Who is authorized to hold keys? The Committee recommends
that keys to the guard house and clubhouse be given to the President,
and two hurricane/disaster committee members, with those being John Baretela
and Gene Melander, to carry out the safety inspections as suggested
in item “A”.
2. To authorize a majority of the Executive Committee to spend funds
to secure the Master property and remove debris.
